Apartments Proposed for Shea Site in Fountain Hills

The Town of Fountain Hills Planning and Zoning Commission will get its first look at a proposal to redevelop the western portion of the Four Peaks Plaza (Target) with a 316-unit, four-story apartment complex when it meets on Monday, Dec. 11.

Sandor Development of Scottsdale is proposing the plan with the assistance of land use attorneys Withey Morris Baugh, PLC. They have submitted a rezoning application for PAD on the site to customize zoning details for the project. The planned site for the development is 6.7 acres generally on the southeast corner of Shea Boulevard and Technology Drive.

The proposed plan has been under discussion for some time with the original application submitted in March 2023 and a revised application submitted in July.

The design is described as a “wrap around” with the dwelling units surrounding a multi-level parking garage. The proposal is largely consistent with the R-5, highest density multi-family zoning district. The four-story structure would have a maximum height of 55 feet with a maximum building length of 200 feet along Technology Drive. Garage access is from the existing driveway on Technology Drive.

The project is to include one, two and three-bedroom apartments ranging from 760 square-feet to 1,200 square feet. Two-bedroom units are approximately 986 square feet.

The developer has been discussing housing needs for Fountain Hills during discussions with town staff with a goal to address needs for service industry employees, as well as addressing the underutilized commercial property in the plaza.
